Senators Uphold Veto on Senate Bill 100

Lawmakers failed to overturn a veto by the Governor on Senate Bill 100. The measure creates a leased residential property classification. Proponents say it allows for the gathering of data to address housing issues. Senator Deb Peters is a prime sponsor of the bill.

“I believe we do have a housing problem in the state of South Dakota,” Peters says. “I don’t believe Senate Bill 100 actually solves that problem. But I do believe that it gathers the data and starts the discussion of what we can and should be looking at in order for economic indicators in the state of South Dakota.”
 
But opponents say the measure is a step toward creating a different tax rate for leased residential property. Opponents, including Governor Dennis Daugaard say it shifts the property tax burden onto agricultural, nonagricultural, and owner-occupied property taxpayers. Senators voted 22 to ten to override the veto, with three excused. Since it did not gain support of two-thirds of the members elect, the veto stands.
