At the first Rapid City crackerbarrel of the 2015 legislative session, held this weekend, Representative Jacqueline Sly examined the reasons behind South Dakota’s low teacher pay. She says school districts are keeping money in reserve that should be used for salaries. But a fellow legislator says the state needs to do more.
