State And Federal Officials Disagree On Value Of CO2 Emissions Limits

In June, the Environmental Protection Agency released its proposed rules for cutting national carbon dioxide emissions. Last week, the comment period for those rules ended. The agency will review about 2 million comments before formulating the final plan.
