Chief Federal Judge Jeffrey Viken hears arguments Monday in a dispute that has been ongoing since 2011 between Lamar Outdoor Signs and the city of Rapid City. Viken cleared up most of the issues outlined in the lawsuit through summary judgments, but a couple of issues remain for trial.
