A law taking effect Friday puts safety before arrests. The law gives limited immunity for certain alcohol-related offenses to people who get help for themselves or another person in need of medical attention. One sponsor of the bill believes it could help prevent alcohol poisoning on college campuses.

The South Dakota House passed a bill on Wednesday to punish parents if they serve alcoholic beverages to minors. Senate Bill 163 also protects parents if a party occurs on their property and illegal drinking takes place without them knowing. Republican State Representative Steve Hickey says this is a fair bill.

Senate Bill 163 advanced past the senate on Tuesday. The measure protects property owners against underage drinking. Democratic State Senator Larry Lucas says this legislation revolves around a property owner knowing or not knowing of illegal drinking taking place.
