He served as Dusty Johnson's campaign manager during Johnson's run for U.S. House in 2018. Now, Mortenson is waging his own campaign as a Republican candidate for the South Dakota House of Representatives in District 24 which includes Hughes, Hyde, Stanley, and Sully Counties. Mortenson is a business owner, attorney, and part-time cowhand who has lived his entire life in Pierre/Ft. Pierre.

Under the current South Dakota constitution, proposed amendments are often multi-layered, embracing multiple, though often related, subjects. Signatures to get a proposed amendment on the ballot move the entire amendment forward for voter consideration.

Constitutional Amendment Z would change that process.
