The South Dakota Council of Juvenile Services helps establish the state's policies for juvenile issues and funding. The council has elected a new chair. Beth O'Toole was appointed to her fifth three-year term by Governor Dennis Daugaard in 2017.

She is a professor of social science and criminal justice at University of Sioux Falls. She recently took a group of USF students to Hawaii, where they watched history unfold during a false-alarm ballistic missile alert.
