Governor Dennis Daugaard kicked off the 2015 legislative session on Tuesday with his State of the State address. He proposed raising taxes and fees by around $50 million to fund road and bridge projects. He also backed a juvenile justice reform measure. Sioux Falls Argus Leader reporter and columnist Jonathan Ellis and Watertown Public Opinion managing editor Roger Whittle reviewed Governor Daugaard's proposals. They also discussed a U.S. District Judge's ruling striking down the South Dakota's same-sex marriage ban.
