Governor signs bills to aid those experiencing homelessness

Gov. Kristi Noem has signed a pair of bills into law aiming to help people without housing.

One bill provides free birth certificates, while the other waives fees for nondriver identification cards.

Both bills require applicants to prove they are experiencing homelessness.

The bills’ sponsors say lacking basic ID cards can be a major roadblock to applying for jobs or housing.
