Governor Kristi Noem has offered a three-step plan to the Cheyenne River Sioux Tribe. Step One: Remove the checkpoints on state and U.S. highways. 
 
Meanwhile, the governor has allowed her executive order advising Minnehaha and Lincoln County residents to stay at home if they are older than 65 or have pre-existing conditions lapse. Do South Dakotans, especially those in the southeastern part of the state, feel comfortable going out while positive cases of Covid-19 are still being reported?
