"Model Legislation" & Who Is Being Represented?

We have a sense that lawmakers in Pierre write their own legislation, often in response to a need from a constituent. Someone brings attention to a problem. Our citizen lawmakers draft a solution and introduce a bill, followed by a debate, followed by a vote. 

So why would matching language show up in legislation in another state? A collaboration between the Center for Public Integrity, USA Today, and the Arizona Republic offers the first nationwide analysis of "model legislation." 

Today we talk about who gets to write a bill and who lawmakers are really representing when they introduce model legislation. 

We're joined by Rui Kaneya, a political editor on the Center for Public Integrity's money and democracy team.
