South Dakota Governor Dennis Daugaard is asking Congress to respect states’ rights, specifically regarding management of endangered species, greenhouse gas emissions, and water. Daugaard testified Wednesday morning before the House Committee on Natural Resources. He joined other Western governors from Utah, Wyoming and Montana in asking for autonomy, or at least partnership, in federal decisions that affect states.
