Members of the Rosebud Sioux Tribal Council held an informal meeting on Sunday in an effort to avoid a recurrence of a fatal dog attack that occurred in the community of Swift Bear.

Tribal Council representative Wayne Frederick says it’s tragically ironic that discussions were being held just hours before the Saturday attack on Julia Charging Whirlwind that could have prevented her death.

“There’s actually a private individual in Saint Francis," Frederick explains. "She actually started this dog kennel. She said if the tribe would approve a contract with her…or at least to approve her services…so that tribal monies could be spent on her services, then we could employ her to go up and investigate this dog pack in White River.”

Wayne Frederick says the Rosebud Sioux Tribal Council will meet today (Monday) with the goal of finalizing some sort of service agreement with the woman. They’ll also review current ordinances regarding responsibilities of dog owners and dog control.
