A decision from the Whitehouse on the controversial Keystone XL pipeline is expected in November.

The pipeline proposes to bring tar sands oil from Alberta, Canada across the Dakotas and to refineries in the Southern United States.

Environmentalists and some landowners cite concerns over oil spills.   They point to fragile ground and surface water resources and the increased carbon emissions created by burning fossil fuels.

The proposal has also angered many Native Americans, tribal councils across South Dakota have passed resolutions in opposition.

But those in favor say the pipeline can be built and operated without a threat to the environment.   They say the oil will be burned regardless of who processes it.   They also point to the jobs it will create.
